摘要：查阅文献和报道收集关于中小城市新型城镇化发展质量情况研究，对其进行认真阅读，根据各位学者的不同观点进行分类整理，从而进一步分析在莆田和晋江城镇化浪潮下中小城市新型城镇化发展质量研究。通过分析现阶段莆田和晋江城镇化的问题并对其进行归纳和总结。其次，一方面分析当下城镇化发展质量的问题。另一方通过实地调查，分析莆田和晋江开发情况。最后，针对中小城市新型城镇化发展质量当下存在的问题，提出建议意见及今后中小城市新型城镇化发展的开发的方向。
